Is there any kind of developer specification available which explains how to interact with the Aranet4 via Bluetooth?

  For DIY integrations using Bluetooth Low Energy please check the following applications that are created by 3rd party developers:
  Aranet4 Python client and library (compatible only with Linux) or Interface with your Aranet4 meter via Python
  Progressive web app which supports Aranet4 using Web Bluetooth API

  Aranet4 Python client and library (Aranet4-Python) is now compatible with Microsoft Windows/Apple Mac OSX etc (it switched to using Bleak)

  The second project referenced (pyaranet4) has been archived and is no longer being developed.
